So let's just assume for a moment that the fish die-off was an understood risk of the treatment, and the "scientific explanation" that things are looking up for future aquatic life in the lake is true... Even if that's the case, who's the PR genius who (a) applied the chemicals on a Friday so that dead fish were washing up over the weekend, and (b) wasn't ready to offer a timely explanation of this risk assessment when the die-off happened?
