Funky Characters

Just made a change to hopefully squish those funky character bugs that have been popping up lately. Can folks who've noticed it happening in their comments see about duplicating that in this thread to help me troubleshoot a bit? Thanks so much!

Andrew: Thanks for your help! I switched over one db table to UTF-8 last night and made sure the proper meta tags were on the headers of each page. Unfortunately, I couldn't find/see your example of an improperly closed head tag on either of the pages you referenced. Doesn't mean it's not there but I'll certainly take a closer look later as that can effect the default character set the browser chooses to honor.
Thanks again!

@KevinFreitas I can also confirm that the closing <head> tag is  back. Weird!
I also noticed that you are returning Content-Type: text/html in your HTTP headers, instead of text/html and a charset - it wouldn't hurt to set this the same as your meta tag.
