Flags at half-staff?

on 5/15/2007 @ 1:57pm 		I found the following article but it implies lowering the flag to honor fallen troops isn't yet a done deal in the House and Senate.

3/15, House: States could honor fallen troops, TNT

I presume it's not for the reasons listed in this article. ;)

Anyone know for sure why they're at half-staff today?
