Montana head scratcher

My husband called from Montana last night to say he's having a good time and has been fly fishing. I asked if he had trout for dinner. He said he hadn't because they have to catch & release. He then said that he was going to fish again tomorrow and that is fishing license was good for just two days.
Why does one have to buy a license to catch and release fish? |
